NRM Caucus Throws Weight Behind 2026 Sovereignty Bill

NATIONAL

Kampala,Uganda | The ruling National Resistance Movement (NRM) Parliamentary Caucus has unanimously endorsed the government’s position on the proposed Protection of Sovereignty Bill, 2026, following a high-level meeting held at State House.

The caucus meeting, convened at the Office of the President on Tuesday, brought together NRM legislators to deliberate on pressing national matters, with a strong focus on safeguarding Uganda’s sovereignty, constitutional order, and national stability amid shifting global and domestic dynamics.

In a formal resolution issued after the caucus meeting, caucus members reaffirmed their commitment to protecting the country’s national security and socio-economic interests. They noted that emerging challenges require a coordinated and decisive legislative response anchored in unity and patriotism.

The legislators also commended President Yoweri Kaguta Museveni, the NRM National Chairman, for his continued strategic leadership, which they said remains central to shaping government policy on key national priorities.

The meeting was guided by presentations from the Minister of Internal Affairs, who outlined the government’s harmonised position on the bill, as well as the Attorney General, who provided legal guidance to ensure alignment with Uganda’s constitutional framework.

Caucus members emphasized that their resolution was reached in the spirit of consensus, cohesion, and collective responsibility—principles they described as essential for effective governance.

Firm Position

At the heart of the resolution is a clear commitment by NRM legislators to support the government’s stance on the Protection of Sovereignty Bill when it is presented before Parliament.

The resolution document was signed by Government Chief Whip Obua Denis Hamson, who also chairs the NRM Parliamentary Caucus, signaling strong internal unity within the ruling party ahead of parliamentary debate.

Political Implications

The caucus endorsement is expected to significantly shape the legislative process, given the NRM’s majority in Parliament. Political observers say the move all but guarantees smooth passage of the bill within the ruling party ranks.

Analysts further suggest that the proposed law could become a landmark piece of legislation, particularly in defining how Uganda manages foreign influence, strengthens governance autonomy, and preserves internal stability.

Next Steps

With the caucus now aligned, the focus shifts to Parliament, where the bill is expected to be tabled for debate in the coming days. Opposition leaders and civil society groups are also anticipated to weigh in, potentially igniting a wider national conversation on the balance between sovereignty, civil liberties, and international engagement.

For now, the NRM has drawn a clear line-presenting a united front as it prepares to steer the bill through Parliament.
